Handling Dry/Dull material?

I'm on a team that's implementing a software package for records and document management. Yes, it is an important facet of everyone's working life, but it's usually a low priority (doesn't even make the radar for most people). I'm developing a training program that will teach people to use the software within the context of the information management principles and best practices we want to get across. I have to make it interesting and engaging enough that people will actually want to complete it. I'm open to any ideas or suggestions.
